APS offers two levels of subscriber service: contributing and query-only. Both types of subscribers have query access to all person and item transaction information in the APS central repository in accordance with the contributing jurisdiction’s applicable data privacy laws. 

Contributing subscribers regulate pawn and secondhand stores that are required to report daily transaction information to law enforcement. As a subscriber to APS, the stores regulated by these agencies are required to electronically upload their transactions to the APS central repository on a daily basis. Contributing agencies have access to regulatory, investigative, data entry, and reporting features in APS. Each contributing agency is responsible for the administration and regulation of its own stores and users within APS.

Query-only subscribers do not have pawn or secondhand store regulatory requirements. As a subscriber to APS, query-only agencies have access to the investigative and reporting features in APS. Each query-only agency is responsible for the administration of its own users within APS.
